Statewide Evaluation of Tax Allocation Districts in Georgia - We were hired by the Livable Communities Coalition, an organization promoting smart growth in Georgia, to analyze the performance of Georgia’s version of tax increment financing, known as Tax Allocation Districts. The analysis was the first comprehensive look at the operational impact of tax allocation districts on redevelopment efforts in Georgia. The results of the research were presented in the widely cited report: “Survey and Analysis of Tax Allocation Districts in Georgia: A Look at the First Eight Years.”

Created Opportunity Zone for Gwinnett Village, Gwinnett County, Georgia - Gwinnett County hired us to help create the first Opportunity Zone in the County. Opportunity Zones provide powerful incentives to attract new investment and jobs into underserved areas of the State. We assisted the County in preparing the documentation and rationale required by the State of Georgia for creating this special tax incentive zone.

Tax Allocation District Redevelopment Plans, for multiple Cities and Counties throughout Georgia - Over the past several years we have assisted cities and counties and other authorizing agencies in the creation of over two dozen tax allocation districts in Georgia. Tax allocation districts are Georgia’s form of tax increment financing which allows for the property taxes from new
development to be reinvested in the project as a key incentive to attract new investment in areas in need of revitalization.
